Depending on the person and the ritual (time, place, etc), it's done to either elevate one in the ranks or to show them "their place". The Occultists work on inversion, humiliation, and blackmail. They also have a Gentleman's code where they hide in plain sight. They're not hiding it, they are telling you, just inverted and distorted.
Think about it this way, a male sadist/occultist will dress a man up as a women and then fuck him. This humiliates the man dressed as a women and gives the sadist power and control over his victim. This is a form of Magick.
I would bet that Rudy was probably fucked after this by some man higher than him as a ritual. Or, the ritual was for Trump. Both equally possible IMO.
